Ok 28-30" is standard dining table height. They have fixed 30" and adjustable up to 31" (described as wheelchair height) which seems to be their maximum height offered. here.
Go to tables, then 4000 series, then leg options at the pull down bar. No 40's. He might be able to fabricate something by doing modifications on an existing leg.
