I'd attribute it to a) adopting a "reg'lar guy" schtick, and 2) damage to cognitive functions caused by long-term alcohol abuse.
Not saying he's not falling apart, but he does appear to be reading off a teleprompter in that Texas debate footage. His eyes are fixed on something off camera as he rattles off all those facts.
