i think macaca did come from his mom and accidentally resurfaced in a public moment as a half memory. and does speak to a familial racial pov. at leat he didnt say schwarzer.

In matters "macaca" I subscribe to the "infantile, vaguely Middle Eastern syllables made up on the spot by a redneck" theory.
no way to really know for sure. i would say your giving benefit of the doubt where i find too many pieces of the puzzle connecting to be coincidental.
For what it's worth, it was my gut impression watching the clip before Allen offered his explanation.
