Some counter-points ...

-Silicon Valley clearly had a surplus of engineers in the early aughts (aughties?). It was possible to recruit some people to work for interesting startups for nothing but stock -- for a little while. Things have changed. In certain skill categories, it is very hard to find people, U.S. born or otherwise, despite pretty decent 6 figure salaries, stock options, etc..

- Signing bonus? These were big in the late nineties as Silicon Valley companies got caught up in bidding wars -- applicants who weren't complete idiots could get 5-10 offers in 1998-99. Relatively junior people were getting $10-20k cash up front. One company went so far as to give away new BMWs. The whole experience left a bad taste for people doing hiring. Many engineers would work somewhere for a year, locking in their signing bonus and 1/4 of their stock options, and then move on to fresh prospects. Signing bonuses aren't very "relationship" oriented.

- "Respondents to our survey reported that they were able to fill 80% of engineering jobs at their companies within four months. In other words, we found no indication of a shortage of engineers in the United States." Ummm ... there currently is an H1-B process. If there was no program and their was not shortage, one could argue that the program isn't needed. But when it takes several months to fill vacancies, and there is a program, one can reasonably argue that killing the program will cause significant delays. (By the way, if I had a recruiting guy who filled 80% of the positions in 4 months I'd fire him.)

- An aside: Engineers v. lawyers: Absofuckinglutely no shortage of U.S. born lawyers.

- "We should accept even more -- but as citizens, not day laborers caught in the grip of whatever company deigns to give them a visa." Old information. H1-B visas are now portable. If a job sucks, an H1-B engineer can tell their employer to pound sand, and just move on. There's still a sticky point: the green card application process is not portable. It's expensive (despite the previously mentioned surplus of lawyers), so H1-B engineers look for companies that will sponsor them. I've seen one case where a company dragged their feet in starting the process, presumably to stretch someone out. And the U.S. government is very slow. They've taken steps to streamline the process, but it's not enough.

- Foreign born founders - Yes, it happens a lot. They'll end up hiring both U.S. born and foreign born employees. Some of them become foreign born venture capitalists. Prime example: Vinod Khosla. This is an excellent illustration how foreign engineers make the U.S. high tech industry stronger.

- Supply of foreign engineers - India did have a surplus of engineers. The slack in the market is being taken up, and the salary differential is getting smaller.
