I never hear the 'the' used when referring to I-95 type numbered highways, but of course always hear it with named roads such as "the FDR" or "the Cross Bronx" or "the Sawmill".
I had an older, very tough, and much feared philosophy teacher in high school who called calculus "the calculus" and I always enjoyed the archaic ring of that phrase. "The I-95" just sounds dumb though.
