For me the most damning admission is: "The hawks didn't understand the emphasis had all changed: Everything was focused, not on the war any more, but on the president's re-election."

That implies the terror war can be turned on and off like a spigot, to be used or not used as politiics demands, which of course it is, but you aren't suppose to say it.

Also, you know UPI is Moon, right? They, and the Washington Times, have been pretty critical of the war, and carry weight with conservatives, so the White House probably monitors them pretty carefully. Just a guess.
