The way I've heard it, these are artifacts of the late 19th century expansion of the industrialism. Because machines could be enlisted in the manufacturing process, these decorations could be produced by the thousands for new construction.
BTW, groan.
i have two 8 footers in my building that are in the current catalog. they took weeks each to restore. and they do have that dawn of industry quality. not at all hand finished.
