Google to bid on 700MHz spectrum:

C block hits $4.6 billion reserve, triggers open access:

Now that the reserve price has been reached, whichever company ends up winning that spectrum will be required to provide open network access to any device that is compatible with the network.
I still can't figure out if the "any device that is compatible with the network" part makes this all meaningless. If not this is good news.
