its all weird to me. code tells you how many feet apart the outlets should be, not what the landlord is willing to pay for. a city building inspector will come through to sign off on the permitted work. if its not code they will make him change it. (unless they still do side deals, wink wink.) but i don't know anything. thats just my general impression on how these things work. good luck.
