I'm trying to set this up for b. I'm thinking I should just get her the Skype Pro package since she needs a real incoming phone number (SkypeIn) so non-Skype people can call her and it appears that is the cheapest way to get it. Still researching to see if that is true.
The other thing I can't figure out is whether I can redirect incoming calls made to her AT&T cellphone to her SkypeIn number. The new house in CT. doesn't have AT&T cell coverage (!) which is sort of a bummer, but this might be one way around it. Should work, I guess, since the SkypeIn number should act just like a regular number.
