Hezbollah has a stronghold in the Bekaa Valley, which borders on Syria, and which is nowhere near where the UN will be. They won't be able to fire their short range missiles into Israel from there, but they can stockpile them in bunkers. The only hope for sealing the border is for the Lebanese army to do so.

As an aside, a question I haven't seen anyone raise is whether the ejection of Syria led to this war. Would Syria have worked to restrain Hezbollah? Would Israel have hesitated if Syrian troops had been in the line of fire? Syria went into Lebanon in the first place, with the blessing of the Arab League, and tacit approval of other countries, in order to provide stability. Once they left, stability was lost. Just wondering.

Calls upon the Government of Lebanon to secure its borders and other entry points to prevent the entry in Lebanon without its consent of arms or related materiel and requests UNIFIL as authorized in paragraph 11 to assist the Government of Lebanon at its request;
