At first glance I say mental institution,
- chairs in a circle for "group"
- institutional setting with depressing art to make it less institutional which just makes it worse.
But now I'm leaning towards senior center.
- railings on both walls
- Low parallel bars for exercising in the background of image 1.
- no evidence of cigarettes.
- the bell make more sense if this is the senior exercise room - although I thought it might be "the conch" at first.

Found one really sweet watercolour of the outside painted around 1962:
