A factor in the cost of LEDs is the controller. LEDs shouldn't be brightened and dimmed using a simple control like a rheostat. For max efficiency, LEDs should be full on or full off. So LEDs are controlled via pulse width modulation. Wide "on" pulses make the LED brighter, narrow "on" pulses make the LED dimmer (given the integration time of the eye). For longevity, LEDs are not driven at 100% duty cycle.

TLDR, LEDs are strobe lights!
