"The Court finds insufficient evidence that the WTC 7 collapse was caused by the city's installation of a fuel tank to service the Mayor's Command Center, although locating the Center in the much-threatened building complex was ill-advised. It appears to the Court that someone imploded the building, but no one claimed that, so case dismissed."
