Assuming the horizontal line under Bill's name is expressed as a percentage (pretty sure it says 100%--Bill can check in [editpage] toptext) it expands and contracts with the browser window. It would only be the culprit if expressed in an definite number of pixels.
Bill's page is tight because the left hand picture is fairly wide. My left hand graphics are about half that size, and I never post anything wider than 580 pixels in the right hand column. That way my page can always be read on a 800 x 600 screen.
