joe kennedy the bootlegger is likely a myth or overblown at best. joe kennedy the canny and ruthless capitalist, on point! ruthlessness being in the eye of the beholder.

The strict enforcement of the Motion Picture Production Code (known as the Hays Code) in July 1934 forced Fleischer Studios to dramatically change Betty Boop's appearance and personality, which directly led to a decline in her popularity and her eventual retirement by 1939. [1, 2, 3]

What Changed Under the Hays Code

1. Conservative Wardrobe: Her signature low-cut, strapless red dress and garter were replaced with a longer skirt, higher neckline, and sleeves. [1, 2, 3]
2. Personality Shift: Censors targeted her flirty winks, hip shakes, and suggestive jazz-age persona. She was re-tooled into a wholesome, domestic "spinster housewife" or single woman. [1, 2]
3. New Co-Stars: Her edgy or surreal animal co-stars (like Bimbo) were phased out or sidelined, and she was given a generic boyfriend named Freddy and a puppy named Pudgy to appear more family-friendly. [1, 2]

Impact on Popularity

1. Stripped of the edgy, adult-leaning flapper charm that originally made her a breakout sensation, Betty lost her cultural distinctiveness.
2. Viewers lost interest in the sanitized version of the character, leading to an immediate drop in audience engagement.
3. Fleischer Studios officially stopped producing Betty Boop cartoons by 1939.
